In reply to your enquiry; as to my instructions from the Government or the Emigration Officer, for the measurement of Ships. I have to say that none were given on my Appointment by the said Boarding Officer, nor at any subsequent period, to my recollection.
You expressed surprise that such was the case when you succeeded me.
On commencing my duties, I took it for granted, that the Passenger Act was in force, and the various provisions contained therein were all that could be necessary for my guidance, and in taking my measurements paid especial attention to the length & form of the ship, but in only one case did I exceed five sections & in small ships always took three, as you may recollect on the several occasions when I went with you to show what had been the usual practice.
